A telegram from the Foreign Office to Chungking, which had been sent as a result of a decision taken at the Defence Committee meeting held on 31st August 1945 stating that instructions were being sent to Admiral Harcourt to sign the surrender terms at Hong Kong on behalf of H. M. Government, and equally on behalf of Chiang Kai Shek as C.-in-C. China Theatre, and requesting that the Generalissimo be informed accordingly.
